For a long time, large-scale ships could only travel to Hamburg at high-tide, limiting the flexibility of the port.21 As such, Rotterdam is used as an assembly point, whereby a part of the fuel collected from multiple smaller ships is loaded on massive tankers and re-exported elsewhere.
