The project envisions the development of about 115 megawatts (MW) of solar photovoltaic (PV) capacity and 65 MW / 237 megawatt-hours (MWh) of battery energy storage systems (BESS) across Mongolia's Western and Eastern Energy Systems — two of the country's most critical yet isolated. ULAANBAATAR, MONGOLIA (30 October 2025) — The Asian Development Bank (ADB) has been engaged by the Government of Mongolia to provide transaction advisory services for the Stable Solar Energy in Mongolia Project, which aims to develop about 115 megawatts (MW) of solar photovoltaic capacity and 65 MW. 5MW Solar power plant and the 3. 6MW battery storage system will annually produce 8. 8 million kilowatt hours of electricity to the central grid of Mongolia. The consortium of JGC Holdings Corporation, NGK Insulators and MCS International LLC have successfully completed the first ever battery storage. As of 2024, approximately 91% of Mongolia's electricity still comes from coal and CHP plants—a legacy of its Soviet-era, centrally managed energy system and the practical need to ensure reliable heat and power through long, harsh winters. Solar and wind power provides no direct solutions for heating purposes. <Proposed approaches> Purposes Transmission strengthening To stabilize. The partnership aims to construct 300MW of solar power facilities and 200MW of wind power plants with energy storage by 2028. The EBRD will assist Mongolia in developing renewable energy strategies and low-carbon pathways. Credit: William Barton/Shutterstock.
